The most important ones were Rule 1: The anchor must remain unaware. And Rule 8: No anchor may be assigned to the same soldier twice. She opened the file. Anchor Name: Webb, Marcus C. She closed the file and placed it on his desk. "But you know the rule. The anchor must remain unaware. I am not supposed to know who my anchor is." "I am aware." "That is not the same thing." Marcus walked to the window. Through the glass, Jessica could see the flight bay below—rows of starfighters, their hulls gleaming under the bay lights, waiting to be launched into a war that had been going on for forty-seven years. "Jessica," he said. "How many missions have you flown?" "Two hundred and fourteen. Including the one before Cygnus." "Two hundred and fourteen missions. How many times have you thought about someone waiting for you when you came home?" Jessica felt something tighten in her chest. It was not a physical sensation. It was the ghost of a sensation—the memory of the feeling she had during those four minutes of fuel left, when she had thought about a name she had never been told. "I have not thought about it," she said. "Because I did not know." "You know now." "I am not supposed to know now." Marcus turned to face her. "The Protocol is flawed, Jessica. It produces results—your survival rate is thirty-four percent higher than pilots who are not assigned anchors. But it is built on a lie. The anchor is supposed to be a random civilian. A person the soldier does not know. The theory is that the uncertainty increases the emotional impact. But the truth is that the soldier only cares about someone they actually know."
