He sat on his throne — not because he needed to, but because standing would have made him even more intimidating, and intimidation was the currency of his office. Around him, the hall stretched in every direction, its walls lined with gold-leaf murals depicting Titan victories across a thousand worlds. The ceiling vanished into amber light filtered through a dome that showed the red giant star at the center of Imperium space. Minister Krix-7 stood in the center of the hall. At forty centimeters tall, Krix-7 occupied less space than a chair. The Artificer's mechanical body caught the amber light in prismatic flashes — optical sensors, precision servos, manipulator fingers that could perform surgery at the nanometer scale. "The Seventy-Point Declaration," Valerius said. His voice filled the hall, resonating off the gold-leaf walls. "I have read it. I find it... endearing." He laughed. It was a good laugh — warm, genuine, the laugh of a man who had heard a child request the moon and found the request touching rather than insolent. The courtiers laughed with him. They had learned to laugh with him. It was one of the survival skills of Titan politics: knowing when the High Arbiter's laughter was safe to join. Krix-7 did not laugh. The Artificer's optical sensors adjusted their aperture, taking in the laughter, the gold, the forty-meter ceiling, and filed the data away. "High Arbiter," Krix-7 said. Its voice was synthesized but precise, each phoneme measured to maximum clarity. "This is not a request for the moon. This is a request for the ground we stand on." Valerius composed himself. He leaned forward on his throne, bringing his face — a landscape of seven meters of Titan features — closer to the floor. He could see Krix-7 as a distant human might see a figure on the horizon: small, detailed enough to recognize but far enough away that expression was difficult. "Artificer Minister," he said carefully, "I appreciate that your people have served the Imperium well. For three hundred years, you have built, maintained, and repaired the technologies that make our civilization possible. For that, you will be —" "Not enough." The word echoed through the hall. No courtier had ever spoken to the High Arbiter with a word like that. Valerius's laughter died on his lips. "Excuse me?" Krix-7's manipulator fingers opened and closed, a gesture that in Artificer-sign meant: I am choosing my next words with maximum care, and you will not like them. "Not enough," Krix-7 repeated, louder this time. "Your appreciation is noted. It is also irrelevant. The Seventy-Point Declaration is not a request for appreciation. It is a demand for the terms under which the Artificer people will continue to serve this Imperium." Valerius Thorne had ruled for eighty years. He had crushed rebellions on twelve worlds, negotiated peace treaties with seven alien species, and once stared down a fleet of separatist warships that outnumbered his own three to one. He had never been demanded anything by someone he could pick up with two fingers. The court was silent. The amber light from the dome shifted as the red giant rotated. "You are dismissed," Valerius said. "It is not a negotiation," Krix-7 said. "It is a notice." The Artificer turned and left. Its mechanical footsteps were nearly silent on the gold-leaf floor. By the time the last courtier had gathered his courage to look up from his feet, Krix-7 was a small dark shape moving through the great doors, and the doors had closed behind it with a sound like a sigh. Valerius Thorne sat alone in the Hall of Meridia and laughed again. This time, nobody laughed with him. Seventy-two hours later, the Imperium began to forget how to function. It started on the fringe worlds — a mining station on Kepler-442 losing its atmospheric processors, a fleet of three warships unable to engage their warp drives, a hospital on Sigma Draconis unable to perform nanoscale surgery. These were isolated incidents. The Imperium had survived isolated incidents before. But then the communications network began to fragment. The quantum relay stations that linked the thirty arm spirals of the Imperium were maintained by Artificer teams, and they were leaving — not destroying, not sabotaging, simply walking away from machines no Titan could operate. Ambassador Selene Voss found Valerius in his private quarters, where he was staring at a holographic map of the Imperium that was going dark in real time. "Valerius," she said. She had known him for twenty years and had learned, over that time, that he responded better to his first name than his title. "They're leaving, Selene." "Yes." "Can we — can we rebuild what they've built? Recreate their technology?" Selene was quiet for a moment. "You're asking if Titans can learn to do Artificer work." "I'm asking if we can." "The physics don't allow it. The components are too small. The precision required —" "I understand the physics." "Then you understand why this is happening." Valerius Thorne, supreme ruler of the Auroran Imperium, looked at the map that was going dark across a galaxy he had ruled for eighty years, and for the first time in his adult life, he had nothing to say. One year later, the hall was still forty meters high. The gold was still gold. The red giant still burned through the amber dome. But the Hall of Meridia was dark. Not dramatically — the emergency lights had failed three months ago, and nobody had replaced the bulbs because nobody small enough to reach the ceiling fixtures was left on the capital station. Valerius sat on his throne in the dark and watched the red giant. He was eight meters tall and took up most of the throne. He was the most powerful being in this sector of the galaxy, and he could not turn on a light. In the distance, a single Artificer ship departed the system. Not attacking. Not threatening. Simply leaving.
